Frederick P. Wellman

Fred Wellman is CEO and founder of ScoutComms, Inc. ScoutComms is a Certified B Corporation and the nation’s premier communications, advocacy and philanthropic strategy firm focused entirely on supporting veterans, military families and the organizations that empower them.
Wellman is the ‘Scout’ in ScoutComms as he spent much of his military career as an Aeroscout pilot leading combat helicopter units around the world. During his over twenty years in the Army, Wellman served as an officer in aviation and public affairs. After he graduated from the United States Military Academy with the class of 1987 he attended U.S. Army flight school before serving in Korea as an Aeroscout Platoon Leader. He held that same job with the 24th Infantry Division’s Cavalry Squadron and then with the Apache battalion during Operation Desert Storm. He graduated Ranger School in 1993 before joining the 101st Airborne the first time. After tours with the 25th ID in Hawaii and Third Army in Atlanta he joined the Reserves in 1999. On 9/11 he was mobilized and would eventually return to the Regular Army with the 101st Airborne for Operation Iraqi Freedom.
Upon returning from Iraq, then division commander MG David Petraeus selected him to transition to Public Affairs serving as 101st Airborne spokesman before joining Petraeus in Iraq at Multi-National Security Transition Command-Iraq as spokesman and then serving in the same position for then LTG Marty Dempsey. He attended Harvard’s Kennedy School of Government between tours and returned to Iraq in 2008 for anther tour as MNSTC-I PAO before retiring from the Defense Media Activity in 2009.
Wellman founded ScoutComms in November 2010 upon recognizing the lack of military veterans in the public relations agency sector. His professional clients have included, and include, the U.S. Chamber of Commerce Foundation ‘Hiring Our Heroes’, Wounded Warrior Project, The Home Depot Foundation, USAA, GE, the Institute for Veterans and Military Families at Syracuse University, The Elizabeth Dole Foundation, Semper Fi Fund, BP America, Prudential, and many others.
Wellman holds a Bachelor’s of Science in International Relations from the United States Military Academy at West Point. He attended the Harvard Kennedy School of Government as a Presidential Scholar/Public Service Fellow and Center for Public Leadership Fellow graduating with a Masters of Public Administration with honors as a Lucius N. Littauer Fellow for outstanding academic achievement, public service and future leadership potential.
Under Fred’s leadership ScoutComms has won two coveted Public Relations Society of America Silver Anvil awards, the top awards in the PR industry. The Stafford County Virginia Economic Development Authority named him the 2013 ‘Entrepreneur of the Year’ and ScoutComms the ‘Best Place to Work’ for businesses under 25 employees. Wellman and ScoutComms were selected as one of the HillVets 100 list of most influential veterans and organizations in 2015 and 2016. The U.S. Small Business Administration-Richmond named Wellman the Virginia Veterans Business Champion of the Year for 2014 and the University of Mary Washington Small Business Development Center recognized ScoutComms as the Veteran Owned Business of the Year for 2015. The Virginia Small Business Development Center Network named Wellman the Virginia Small Business Veteran of the Year for 2015 and ScoutComms is the Fredericksburg Regional Chamber of Commerce Military Affairs Council ‘Military Friendly Business of the Year’ for 2015.
Wellman’s military awards and badges include the Legion of Merit, Bronze Star (2), Air Medal (3), Joint Service Commendation Medal, Meritorious Service Medal (3), Joint Meritorious Unit Award, Army Superior Unit Award and Valorous Unit Award. In addition he received campaign medals for service in Iraq in Operation Iraqi Freedom, Desert Storm and Desert Shield, and the Humanitarian Service Medal. He earned the Ranger Tab, Senior Army Aviator wings, and Air Assault badge.
Wellman supports a host of veteran oriented causes. He served as the first Community Outreach Director for Team Red, White & Blue Fredericksburg and Vice Chairman of the Fredericksburg Area Veterans Council. He is a member of the University of Mary Washington Center for Economic Development’s Veteran Owned Business Executive Roundtable. He sits on the Washington D.C. Advisory Board to U.S. Vets, Inc., the American Legion’s Small Business Task Force, and Advisory board for No One Left Behind. He is also currently the ‘Entrepreneur in Residence’ for the National Military Spouse Network.
