FRONT PAGE OF THE BOSTON GLOBE: How do you memorialize fallen in a war without end?

After 16 years of conflict, there is still no concrete commemoration for the servicemen and women who have sacrificed their lives in the Global War on Terrorism.  New bipartisan legislation cosponsored by two Marines-turned-legislators, Representative Seth Moulton and Representative Mike Gallagher, seeks to establish a Memorial on the National Mall.
