Jaime (Carter) Howe joined the Global War on Terrorism Memorial Foundation in spring 2026, bringing over 16 years of progressive leadership across operational and technical project management, and nonprofit development, with a lifelong commitment to service.
Jaime graduated from the United States Naval Academy in 2009 with a Bachelor of Science in Political Science, where she was also a member of the varsity women’s lacrosse team. Commissioned as a Surface Warfare Officer upon graduation, she served proudly for over seven years in leadership roles spanning the globe — as Engineering Division Officer aboard USS Blue Ridge (LCC-19) in Yokosuka, Japan; Operations Division Officer aboard USS Theodore Roosevelt (CVN-71) in Newport News, Virginia; Operations Manager and Tomahawk Land Attack Missile (TLAM) Planner for Naval Central Command in Manama, Bahrain; and Chief Engineer and Department Manager at Surface Warfare Engineering School Command in Great Lakes, Illinois.
Following her naval service, Jaime built a strong record in the private sector — serving as Director of Programs and Business Operations at OneZero Solutions, where she managed five Department of State and Department of Defense portfolios, and as a Senior Consultant with Aquitas Solutions, where she independently led two successful software implementation projects at major private corporations.
In 2021, Jaime made a deliberate choice to realign her career with her deepest values, transitioning to the nonprofit sector to support the Sea Services through the U.S. Naval Institute. She joined the development team with no prior fundraising experience and, within her first four months of her third year on staff, had already surpassed her annual revenue goal by 15% — securing multiple six-figure gifts and earning a promotion to Senior Major Gift Officer.
Jaime lives in Annapolis, Maryland with her elementary-aged son and daughter, and is a part-time fitness instructor in her free time.
